WHY WAS THIS SO SHORT ON FABRIC?

I have been very happy with the fabric so far. However after washing this fabric it measured 36" + 28"on on the selvedge edge and 31" on the other, was suppose to be 2yds. Why?

This fabric is thick and heavy, with only moderate stretch- perfect for a pair of dress pants or a pencil skirt. It has none of the fake looking sheen that some cheaper Ponte has.
